Storm Water Quality Management
The federal government amended the clean water act in 1990, to include storm water quality requirements.

Phase 1 only affected larger cities with a population over 100,000
Phase 2 of the storm water management program requires operators (Cities, Counties, State of Texas, Drainage Districts, colleges and universities) of a Municipal Seperate Storm Sewer System or MS4, to implement programs and practices to control polluted storm water runoff.

Galveston County Drainage District #1 has begun the process of applying for a Phase 2 Storm Water Permit and in 2003, implemented a Criteria Manual to establish rules and regulations to be used by developers and engineers in preparation of drainage plans for development within the District so that adjacent development would not be impacted. Although protecting our waterways from pollution created or carried by storm water run off has always been a priority, we are currently in the process of implementing programs to better educate the public.

The District is happy to be working with the Galveston County Health Department and the City of Santa Fe to accomplish this goal.
